Preheat oven to 350.
Heat olive oil in Dutch oven pot over medium heat. Add onion, green pepper and cook for about 4 minutes,constantly stirring until translucent. Stir in garlic and cook for a minute more.
Add water and bring to a boil. Then add rice package and tomatoes, stir to combine and bring back to a boil.
Once boiling, cover and remove from stove top and bake in preheated oven for 25 minutes until all the liquid is absorbed and the rice is tender. Stir well before serving.
